The briefing describes what happened this week; the Action Plan describes what to do about it.
The briefing and the Action Plan describe the same week in two different ways: the briefing tells you what happened, the Action Plan tells you what to do about it.
Where they overlap
The briefing mentions relevant actions where it makes sense to, automatically, with nothing for you to configure. See How the weekly briefing works for the briefing itself.
What it does not do
The two do not always stay perfectly in step. The briefing generates at a fixed time each week, so an action created late in the week waits for next week's briefing, while it appears in your Action Plan immediately. If the two ever seem to disagree, the Action Plan is always the current truth.
