The honest reasons behind it
The most common reason is that the question is about a competitor you do not track, so there is no data to draw from. The next most common is that the competitor is tracked but the specific detail you asked about has not been collected yet.
The agent can also hold back an answer when its confidence in the available data is low, for example when a source has failed recently or a value looks inconsistent.

What it does not do
The agent does not fill a gap with a guess dressed up as an answer. A confident wrong answer would cost you more time than an honest "I don't know", because you would act on it before finding out it was wrong.
It also does not stay stuck saying it does not know forever. Once the relevant data is collected, or the competitor is added, the same question can return a real answer.
