What we can confirm
The Agent looks at the changes collected across your competitors and selects the ones judged most worth your attention, rather than showing everything as an unfiltered list.
What it does not do
The Read does not surface literally everything that changed, so the absence of a change from The Read does not mean nothing happened. See What The Read shows you for where to find the complete picture.
It does not make decisions for you either. Surfacing an item is a suggestion that it may be worth attention, not a judgement about what you should do about it.
