How it differs from the Action Plan
The Action Plan is reactive: individual actions in response to individual changes. The strategy module is structural: it steps back and looks at patterns across your whole workspace. A single recommendation here often spawns several actions once you accept it. See Acting on a recommendation.
What it does not do
The strategy module does not know your budget, your team's capacity, your product roadmap, or your appetite for risk. It executes nothing itself either; every recommendation waits for you to accept or dismiss it.
Think of it as a well-evidenced proposal from an analyst who never sat in your planning meetings. It is worth weighing seriously, not following automatically.
